Legislative Report
(Speech delivered by Vice Mayor Andre R. Hidalgo during the OPENING SESSION of the Sangguniang Bayan on January 14, 2009).

The year 2008 was indeed a very confusing period. National and local issues have completely disturbed our attention. Such issues, at times had pushed us into despair, hopelessness and because of the many scandals and unworthy revelations we learn in our government.

Besides all these weary notes, your local government did not stop at northing to work ways in order to serve the best interest of our people. Public service s been and always the focal point of the present local administration.

All of you are the able witnesses of what have been accomplished in areas of public health, infrastructure and socio-cultural initiatives.

Your Sangguniang Bayan has played key and vital role in achieving those program objectives. Our legislative efforts and resources had been earnestly dedicated in ensuring the enormous task of providing back-up support to the policies earnestly required to enable the implementation off all and any activities and projects proposed by the Executive Department.

Despite difficulty in resources and other restrains that divide us a people, we are humbly reporting to you that in response to the call of public service, the Sangguniang Bayan had conducted 46 Regular Sessions, called 7 Special Sessions, held 65 Committee hearings and 3 Public Hearings, commissioned 2 travels for environment related research works and studies and 1 travel dedicated at improving better opportunities for Tourism industry. In capsule, your Sangguniang Bayan approved 185 resolutions and 6 Ordinances, all are equally important pieces of legislation addressing the administrative, economic and socio-cultural dimensional aspects of local governance.

We intend to do more. We desire to serve more. We will achieve these intentions in the service of our people. The cloud of economic difficultly is upon us. Nations of the world draw negative forecasts, yet with your support and confidence in your leaders, we will do our best to cross the ambivalent tide of our times.
